储蓄机构管理局（Office of Thrift Supervision，缩写：OTS）是属于美国财政部的一个政府机构，也是联邦储蓄机构（federal savings associations, 有时也称federal thrifts）的主要管理者。联邦储蓄机构包括众多的联邦储蓄银行和联邦储蓄与借款机构。OTS也负责管理储蓄与借款控股公司（savings and loan holding companies, SLHCs）和一些州特许机构。

美国国会于****年8月9日通过****年金融机构改革、恢复、与执法法案（Financial Institutions Reform, Recovery and Enforcement Act of ****），同时也创立OTS做为财政部下的一个机构。OTS不由国会拨款来维持运作，而由它所管理机构的估值来支付年度预算。

The Office of Thrift Supervision (OTS) was a United States federal agency under the Department of the Treasury that chartered, supervised, and regulated all federally chartered and state-chartered savings banks and savings and loans associations. It was created in **** as a renamed version of another federal agency (that was faulted for its role in the savings and loan crisis). Like other U.S. federal bank regulators, it was paid by the banks it regulated. The OTS was initially seen as an aggressive regulator, but was later lax. Declining revenues and staff led the OTS to market itself to companies as a lax regulator in order to get revenue.
