公共财政，或政府财政，指政府的收入和支出，是政府实现经济政策目标、提供**与服务的主要途径之一。这里政府可以是代表一个国家的中央政府，也可以是地方政府。国家或地区每年的财政的支出预算，以及其比例大小，一般可以体现一个国家或地区未来一段时间的重点发展方向。公共财政之外，政府实现经济政策目标的其他途径包括货币政策、贸易政策、法律法规等。

国际上，评价一国的财政是否有风险，没有统一的标准。

但这些准则并不适用于全世界，不同国家有不同的财政及货币政策。日本的国债已超过GDP的200%。但日本过去长期实施零利率，现在更实施负利率，使政府即使背负巨大债务，仍有能力支付利息。
