议事进程（parliamentary procedure），又称议事法、会议规范等，是在民主、平等、自由、法治精神下，为帮助合议性团体与会者以有效率的方法做出决策，而设置的基本会议规则。研究议事进程的学问，称为「议事学」；研究议事进程，并编写为规范的书籍，称为议事规范。现代议事进程的基本内涵，是成员发言权利自由平等、主席（议长）公正中立、服从多数且尊重少数的原则上；以此精神，创建公认的议事进程，帮助团体有效率地做出决策。

从各国国会、地方议会、行政部门会议、国际会议（例如联合国大会），到一般民间团体、组织、公司的会议，都自有一套带有地方特色或组织属性的议事进程；但其进程规则来源，大致上有七种：宪法规定、法律规定、议定规则、司法判例、议事学著作、会议规范、习惯与惯例。其中，民间组织、团体及公司通常采用后三者，即使用已编定之会议规则，或奉行该组织既有的会议习惯；而政府单位及立法机构，则大多有法律或行政命令规范如何议事。

In the United Kingdom, Ireland, Australia, New Zealand, South Africa, and other English-speaking countries it is often called chairmanship, chairing, the law of meetings, procedure at meetings, or the conduct of meetings. In the United States, parliamentary procedure is also referred to as parliamentary law, parliamentary practice, legislative procedure, or rules of order.
