钉子户（拒绝拆迁户或拒绝搬迁户）是城市及公共设施建设、开发等过程中，不肯迁走的私人土地或房产拥有者。

香港在1980、1990年代开始，当有人收到消息会有地产商打算收购旧楼重建，就会马上在该处收购多个住宅单位，称为「落钉（下钉）」，以取得高额赔偿。

2000年代以来，中国大陆的强拆益发严重。虽然圈地运动在人类历史上并非全新的现象，但「钉子户」造词的缘由是因为中国大陆施行**，国家不保障私有财产权。《现代汉语词典》对此定义为“在城市建设征用土地时，讨价还价，不肯迁走的住户。”

除了城市，在城乡土地开发，也可能出现发展商所称谓的「钉子户」。他们是由于地方政府收地建工厂、政府大楼等，实在的收地价不合理、太少，而不肯迁走的村民。
