内水（英语：internal waters），为海洋法重要概念之一。根据1982年《联合国海洋法公约》确认，内水是一国领土之一部份。

一个主权国家对其内水有完全之司法管辖权，外国船只在领海中允许的无害通过权，在内水是不允许的。根据1982年联合国海洋法公约的规定，领海从领海基线起划，即所在沿岸国的内水或海岸低潮线的连接。低潮线到永久暴露之岸边裸土的距离并无具体规定，理论上是无限制的。但低潮线到高潮线间规则性暴露于水上的的区域不得多于12海浬。

由一国领土完全包围的封闭性湖、河、内海，皆为内水。海岸边缘沿岸国所属岛屿外缘，与海岸国海岸的连接线内侧属于内水。注入海中的河流河口，其靠岸边一侧的注口连接内侧也算内水。由内水起算12海浬，为领海。

According to the United Nations Convention on the Law of the Sea, a nation's internal waters include waters on the landward side of the baseline of a nation's territorial waters, except in archipelagic states. It includes waterways such as rivers and canals, and sometimes the water within small bays.
