《烟草控制框架公约》（英语：Framework Convention on Tobacco Control），简称FCTC，是针对烟草的第一个世界范围多边协议，也是世界卫生组织（WHO）第一个具有国际法约束力的全球性公约。

该公约规定包括：广泛禁止烟草广告、提高价格和税收、在烟草制品上印制健康警告标签以及除了其他烟草控制战略以外的避免人们接受被动烟草的措施。该公约的各缔约国将受到条约具体规定的制约。

2003年5月21日在日内瓦召开的第56届世界卫生大会上获得一致透过，迄今已有167个国家在公约上签字。但，得到签约国批准前，签约国是不受其约束的。

The World Health Organization Framework Convention on Tobacco Control (WHO FCTC) is a treaty adopted by the 56th World Health Assembly on 21 May 2003. It became the first World Health Organization treaty adopted under article 19 of the WHO constitution. The treaty came into force on 27 February 2005. It had been signed by 168 countries and is legally binding in 180 ratifying countries. There are currently 16 United Nations member states that are non-parties to the treaty (nine which have not signed and seven of which have signed but not ratified).
